This report documents evidence connecting Sumit Kumar Bansal, SerpNames, and BLACKBOX MEDIA PTY LTD to a network of acquired and repurposed domain names, including Australian `.au` domains, expired-domain inventory, WHOIS records, screenshots, backlink/competitor data, and observed website behaviour. The evidence indicates use of domain repurposing, casino affiliate content, and cloaking techniques where normal visitors may see benign or inactive pages while search engines or selected users are shown gambling-related material.

The report is structured as a case file: profile and entity details, relevant gambling-law context, factual observations, WHOIS records, domain lists, associated competitor domains, and screenshot evidence. The legal section is included to show why unlicensed online casino promotion, gambling advertising, affiliate traffic generation, and cross-border targeting may raise regulatory or criminal issues in Australia and other affected jurisdictions.

• Australia. The Interactive Gambling Act 2001 (Cth) regulates companies that offer or advertise gambling services online, through websites, apps, and telephone services. The Act focuses on services supplied to people physically present in Australia through the "Australian-customer link" concept. A prohibited interactive gambling service includes a business-provided gambling service delivered by internet carriage service, other listed carriage/content services, broadcasting service, or datacasting service, subject to specific exclusions. In practical terms, ACMA says banned services include online casinos, in-play sports betting, sports betting services without an Australian licence, and betting on lottery outcomes. These banned services must not be advertised in Australia, and operators must not promote or offer credit for online betting. ACMA enforcement also reaches affiliates and other parties knowingly concerned in the provision or promotion of prohibited or unlicensed services to Australian customers.
  Penalties and enforcement: ACMA says breaches may lead to criminal charges and/or civil penalties, including ancillary liability for people who help someone break the rules. Current civil penalties can be up to $2.475 million per day for an individual and $12.375 million per day for a corporation. Website blocking is an active enforcement tool: as of ACMA's 16 April 2026 update, 1,640 illegal gambling and affiliate websites had been blocked since the first blocking request in November 2019, and over 230 illegal services had withdrawn from the Australian market since ACMA began enforcing the strengthened illegal online gambling rules in 2017.

• New Zealand. The Gambling Act 2003 starts from a prohibition model: gambling is illegal unless it is authorised by the Gambling Act, authorised under racing legislation, or private gambling. Section 9 also says bookmaking and remote interactive gambling are prohibited and cannot be authorised under the Act. The Department of Internal Affairs explains that remote interactive gambling covers online and phone gambling, with limited exceptions for Lotto NZ, TAB NZ, and tightly limited sales-promotion lotteries. A New Zealand operator offering online casino-style gambling to New Zealanders would therefore be a direct problem. Overseas gambling operators also cannot advertise into New Zealand: section 16 prohibits publishing or arranging to publish an overseas gambling advertisement in New Zealand, with a conviction fine up to NZ$10,000. DIA also says that if any element of gambling is organised or conducted in or from New Zealand, the Gambling Act can catch it.

• India. India now has a national online-gaming statute: the Promotion and Regulation of Online Gaming Act 2025. It applies across India and also to online money gaming services operated from outside India if offered within India. The Act defines an online money game broadly as an online game, whether based on skill, chance, or both, where the user pays fees, deposits money, or stakes value in expectation of monetary or other enrichment; e-sports are carved out only where they do not involve bets, wagers, or other stakes. Section 5 prohibits offering, aiding, abetting, inducing, or otherwise engaging in the offering of an online money game or online money gaming service. Section 6 bans advertisements that directly or indirectly promote or induce play. Section 7 bans banks, financial institutions, and other payment facilitators from supporting payments for online money gaming services. The Act also gives the government blocking powers over online money gaming services and allows authorised officers to search physical or digital places.
  Penalties: offering an online money gaming service can mean up to 3 years imprisonment or a fine up to INR 1 crore, or both. Advertising can mean up to 2 years or a fine up to INR 50 lakh, or both. Payment facilitation can mean up to 3 years or INR 1 crore, or both. Repeat offences can increase to 3-5 years and INR 1-2 crore for service/payment offences. Sections 5 and 7 offences are cognizable and non-bailable.

• Indonesia. Online gambling is addressed directly through the Electronic Information and Transactions framework. Article 27(2), as amended by Law No. 1 of 2024, prohibits intentionally and without right distributing, transmitting, or making accessible electronic information or electronic documents with gambling content. Article 45(3) sets the punishment at up to 10 years imprisonment and/or a fine up to Rp10 billion. Indonesian National Police guidance on the ITE Law describes the focus of Article 27(2) as transmitting, distributing, and access-enabling gambling content that is banned or unlicensed under legislation. The ordinary criminal gambling offences also remain relevant: Indonesian gambling law has long treated offering or giving an opportunity to gamble, making gambling a livelihood, providing gambling opportunities to the public, or participating in that enterprise as criminal conduct under the KUHP framework.

• Japan. Japan treats online casino gambling as ordinary criminal gambling if done from inside Japan, even where the casino operator is overseas and lawful in its own jurisdiction. The National Police Agency explicitly warns that connecting from Japan to an overseas online casino and gambling is a crime, and says baccarat, slots, sports betting, and other online gambling formats are covered regardless of label. Penal Code Article 185 punishes gambling by a fine up to JPY 500,000 or petty fine, except for momentary recreational amusement. Article 186 punishes habitual gambling by imprisonment up to 3 years, and running a gambling place or organising gamblers for profit by 3 months to 5 years imprisonment. Japan also tightened promotion rules in 2025: from 25 September 2025, online-casino site/app presentation, link posting, advertising, solicitation, and comparison/recommendation sites that funnel users to illegal online gambling are prohibited under amendments connected with gambling addiction countermeasures. NPA enforcement examples include players, domestic organisers using overseas servers, payment collection agents, and affiliate promoters.

• South Korea. The Criminal Act directly criminalises gambling. Article 246 punishes gambling by a fine up to KRW 10 million, with a narrow exception for mere pastime gambling; habitual gambling can mean imprisonment with labor up to 3 years or a fine up to KRW 20 million. Article 247 punishes setting up a gambling place or space for gain by imprisonment with labor up to 5 years or a fine up to KRW 30 million. Article 248 also criminalises unauthorised lottery tickets. For online sports betting, the National Sports Promotion Act is especially important. Korean Supreme Court precedent confirms that using an overseas sports betting site from inside South Korea can still be punishable: issuing or using a sports-promotion-betting-ticket equivalent through an information network can fall within the Act even where the foreign site is operated outside Korea. The cited case describes operator exposure up to 7 years or KRW 70 million, and user gambling exposure up to 5 years or KRW 50 million for using the prohibited act.

• Spain. Spain regulates state-level and online gambling under Ley 13/2011, de regulacion del juego, enforced by the Direccion General de Ordenacion del Juego (DGOJ). The law treats unlicensed online gambling as a very serious infringement: Article 39 includes organising, holding, or exploiting regulated gambling activities without the required authorising title, and Article 39 also covers internet gambling that is not carried out through the specific authorised ".es" site. Article 38 makes the infringer category broad, covering people or companies that carry out the conduct, support it, advertise it, promote it, or benefit from it. Advertising/intermediation is separately risky: Article 40 treats promotion, sponsorship, advertising, or intermediation as a serious infringement where the actor lacks authorisation, exceeds licence limits, or breaches advertising rules.
  Penalties and enforcement: Article 42 sets serious-infringement fines at EUR 100,000 to EUR 1 million, and very serious infringements at EUR 1 million to EUR 50 million, with possible loss of licence, disqualification for up to 4 years, closure of information-society-service channels supporting the gambling activity, and confiscation/destruction of gambling elements where there is no authorisation. Spanish consumer authorities reported nearly EUR 143 million in online gambling sanctions in 2024, including sanctions against foreign operators operating in Spain without a licence.

• Italy. Italy requires gambling operators to hold the proper state concession/authorisation through the Agenzia delle Dogane e dei Monopoli (ADM). Law No. 401/1989, Article 4, is the central criminal provision against abusive betting and gaming activity. The current Normattiva text punishes anyone who organises, exercises, or collects remote gambling without the required ADM concession for games instituted or regulated by ADM. Guardia di Finanza describes its illegal-gambling work as both physical and virtual, including web monitoring, verification of blocks against unauthorised gaming sites, illegal remote-gaming "totems", illegal betting collection through data transmission centres lacking state concessions/authorisations, and illegal online casinos and websites. Italy also has a broad gambling advertising ban: Decree-Law No. 87/2018, Article 9, prohibits any direct or indirect advertising relating to games or bets with cash winnings or gambling on any medium, including internet, digital and telematic channels, and social media; from 1 January 2019 it also applies to sponsorships and other promotional communications.
  Penalties and enforcement: Law No. 401/1989 can expose unlicensed remote gambling organisers to imprisonment and fines. Article 9 of Decree-Law No. 87/2018 sets an administrative penalty for advertising-ban breaches equal to 20% of the sponsorship/advertising value and in any case not less than EUR 50,000 per violation. Italy also uses domain blocking and access inhibition against unauthorised gambling sites.

• France. France allows only authorised online gambling offers and treats unauthorised online gambling as illegal. The Autorite Nationale des Jeux (ANJ) regulates the licensed market and fights illegal websites. Online casino products are particularly important in France because ANJ says illegal sites most commonly offer online casino games that are prohibited online in France, including baccarat, roulette, video poker, blackjack, and slot machines. Law No. 2010-476 of 12 May 2010, Chapter XII, is the key online-illegal-gambling framework. Article 56 punishes offering or proposing to the public an online betting or gambling offer without the required approval or exclusive right. Article 57 separately punishes advertising, by any means, for an unauthorised betting or gambling site, and also covers public dissemination of odds/returns to promote unauthorised online gambling sites. Since the 2 March 2022 law, ANJ's president can order blocking and de-indexing of illegal gambling sites after notice procedures, rather than having to go first through the ordinary court route.
  Penalties and enforcement: Article 56 sets penalties for unauthorised online gambling offers at 3 years imprisonment and a EUR 90,000 fine, rising to 7 years and EUR 200,000 where committed by an organised group. Article 57 sets an advertising penalty of EUR 100,000, and the court may raise the fine to four times the advertising spend devoted to the illegal activity. ANJ publishes a blacklist of sites subject to administrative blocking and de-indexing orders, and warns users that illegal sites carry addiction, identity-theft, fraud, and banking-data risks.

• Thailand. Thailand's baseline gambling law is the Gambling Act B.E. 2478 (1935), which heavily restricts gambling and makes unlicensed gambling activity unlawful. The Act divides games into prohibited/licensable lists and penalises people who organise a game, advertise or announce it, invite people directly or indirectly to participate, or participate in a game held without permission or contrary to the Act, ministerial regulations, or licence terms. Online gambling is enforced as illegal gambling even though the 1935 Act predates the internet. Thai authorities also use computer-crime and money-laundering tools against online gambling websites, payment flows, mule accounts, and web infrastructure. Thailand's Department of Special Investigation has described recent national operations targeting online gambling networks, Cyber Police, money mules, and major website networks.
  Penalties and enforcement: for serious listed games under the Gambling Act, organisers/promoters can face imprisonment from 3 months to 3 years and fines from THB 500 to THB 5,000; players can also face imprisonment up to 3 years, a fine up to THB 5,000, or both. In practice, online gambling operations can attract additional charges involving computer offences, money laundering, organised crime, payment accounts, and proceeds.

• Cambodia. Cambodia moved from tolerating licensed online gambling to a prohibition policy. In August 2019, Prime Minister Hun Sen directed that Cambodia would stop granting principles and licences to operate online gambling businesses inside or outside Cambodia, and that existing online-gambling licences would not be renewed when they expired. Authorities were ordered to intensify investigation and suppression of illegal online gambling businesses to protect social security and public order, after the government linked online gambling operations to telecom scams, extortion, money laundering, and organised crime. The later Law on the Management of Commercial Gambling, promulgated in November 2020, created a commercial gambling regulatory framework for casinos and commercial gambling centres, but the online gambling ban remained a separate enforcement policy.
  Penalties and enforcement: Cambodia's approach is licence denial plus suppression: no new online gambling licences, no renewal of old online licences, inspection of casinos for online-gambling activity, and enforcement against illegal operators. Commercial gambling law penalties and transitional fines apply to licensed/regulated commercial gambling breaches, while illegal online operators may face broader criminal and regulatory enforcement depending on the conduct, including scam, extortion, and money-laundering issues.

• Vietnam. Vietnam treats illegal gambling and organising gambling as criminal offences under the Criminal Code. Article 321 criminalises illegal gambling in any form where the stake reaches the statutory threshold, or where the person has already been administratively sanctioned or convicted for gambling-related conduct. Internet use is an aggravating circumstance: Article 321(2) expressly covers offences committed using the internet, a computer network, telecommunications network, or electronic device. Article 322 separately criminalises organising gambling or running gambling dens, including arrangements involving multiple gamblers, gambling locations, installed equipment, guards/servers, escape arrangements, pawnbroker support, repeat offending, or other organised conditions. Online gambling operators therefore face the organiser/running-gambling-den provisions, while users can face illegal-gambling liability.
  Licensed exceptions are narrow: Vietnam has controlled decree regimes for casino business and for betting on horse racing, greyhound racing, and international football. Decree 03/2017/ND-CP treats casino business as conditional and strictly controlled, available only to enterprises with a certificate of eligibility, with a limited pilot for eligible Vietnamese citizens at approved casino complexes. Decree 06/2017/ND-CP treats betting as a conditional business that is not encouraged and is subject to strict state control; only licensed enterprises may distribute betting tickets, and the permitted categories are horse racing, greyhound racing, and pilot international football betting. These decree regimes do not create a general legal online casino market.
  Penalties and enforcement: Article 321 can expose illegal gamblers to a fine, community sentence, or 6-36 months imprisonment, and aggravated cases including internet-based gambling can carry 3-7 years imprisonment plus possible additional fines. Article 322 can expose gambling organisers to VND 50 million to VND 300 million fines or 1-5 years imprisonment, with aggravated cases including internet/network/electronic-device use carrying 5-10 years imprisonment, plus possible additional fines and prohibition from certain jobs or positions.

• Bangladesh. Bangladesh's older baseline gambling statute is the Public Gambling Act 1867, which provides for punishment of public gambling and keeping common gaming houses. The Act defines "gaming" to include wagering or betting, with limited horse-race exceptions, and defines common gaming houses broadly as places where instruments of gaming are kept or used for profit or gain. Bangladesh has now added a direct online layer through the Cyber Security Ordinance 2025. Government and police statements describe section 20 as banning gambling and gambling-related activity in cyberspace, including creating or operating gambling portals, apps, or devices, participating in online gambling, assisting or encouraging it, and directly or indirectly promoting or advertising it on online or social-media platforms. Authorities have also treated gambling-linked transactions, fraud, forgery, banking agents, mobile financial service agents, crypto brokers, and hundi accounts as enforcement targets.
  Penalties and enforcement: section 20 of the Cyber Security Ordinance 2025 provides up to 2 years imprisonment, a fine up to Tk 1 crore, or both for online gambling offences. Bangladesh CID has announced nationwide operations against online gambling and betting, identified more than 1,000 mobile financial service agents allegedly linked to online gambling transactions, referred agent lists to Bangladesh Bank for licence cancellation/fines, and asked the public to report suspicious gambling apps, websites, mobile numbers, banking channels, and agents. Government statements also direct electronic, print, and social media outlets to close, block, or remove online gambling gateways, apps, links, websites, and advertisements.

• Canada. Canada criminalises unauthorised gaming and betting federally, while allowing provincial governments to conduct and manage lottery schemes under Criminal Code section 207. This is the key legal basis for provincial online gambling monopolies and regulated models. Section 201 criminalises keeping a common gaming or betting house. Section 202 criminalises bookmaking, pool-selling, recording/registering bets, betting-business activity, betting devices, advertising inducements to bet, transmitting betting information, and aiding or assisting those offences. Section 206 covers unlawful lottery and chance schemes. Section 207 permits provincial governments to conduct and manage lottery schemes, but section 207(3) makes unauthorised lottery-scheme conduct an offence, and section 207(4) limits computer/video/slot/dice operations outside the authorised provincial structure. Ontario's model illustrates the compliant path: internet gaming must be conducted and managed through iGaming Ontario, and private operators must be registered with the AGCO and have an operating agreement.
  Penalties and enforcement: common gaming/betting house and unlawful lottery offences can carry up to 2 years imprisonment or summary conviction exposure; section 202 betting/bookmaking offences can carry up to 2 years, with minimum imprisonment periods for repeat offences. Ontario's AGCO has also warned media platforms against promoting unregulated online gambling sites targeting Ontarians, and says online sites must register with AGCO and sign an operating agreement with iGaming Ontario to operate in Ontario.

• United States. The United States does not have one single federal online-casino licensing regime; gambling legality is primarily state-by-state, with federal laws layered on top when interstate, payment, sports-wagering, organised-crime, or unlawful-business elements are present. The Unlawful Internet Gambling Enforcement Act (UIGEA), 31 U.S.C. 5363, prohibits a person engaged in the business of betting or wagering from knowingly accepting credit, electronic funds transfers, checks, money-transmission proceeds, or other prescribed financial instruments in connection with another person's participation in unlawful internet gambling. The Wire Act, 18 U.S.C. 1084, prohibits betting businesses from knowingly using wire communication facilities in interstate or foreign commerce for bets or wagering information on sporting events or contests. The Illegal Gambling Business Act, 18 U.S.C. 1955, punishes anyone who conducts, finances, manages, supervises, directs, or owns an illegal gambling business where the business violates state law, involves five or more people, and operates for more than 30 days or grosses USD 2,000 in a single day.
  Penalties and enforcement: UIGEA violations can be prosecuted and are tied to payment blocking and regulatory controls; 18 U.S.C. 1955 carries up to 5 years imprisonment, and the Wire Act carries up to 2 years imprisonment. The Congressional Research Service summarises the federal internet-gambling framework as a combination of UIGEA, Wire Act, Illegal Gambling Business Act, Travel Act, RICO, and money-laundering statutes, with state gambling law often determining whether the underlying gambling is unlawful.

• Sumit employs sophisticated cloaking methods which is a blackhat seo technique to direct traffic dependant on IP ranges, browser fingerprinting, geo-location, etc. He advertised his proprietory cloaking software in his telegram channel for 10k USD. Websites that show "coming soon" or a normal looking website are in fact cloaked and show a different page to googlebot or to victims.
• There are two easy ways to tell if a website is being cloaked, which do not entirely get past sophisticated cloaking, but do shed light. One is looking up the website on google or sometimes bing with searches like "site:ngia.com.au casino". When you search that you will see in the description text references to casinos, betting, pokies on the page which google is able to see but regular users cannot.
• The second method is to set the user agent of your browser to googlebot which bypasses the cheap layer of cloaking but not the layer 2 cloaking which cannot be fooled without doing something like spoofing your IP address.
• Cloaking can also trivially hide the information that products like Ahrefs and Semrush reveal about domains, meaning that while I have a trove of evidence from these tools, there is probably a great deal more hidden.
• Sumit created the repurposed and blatant online casino domain millmerranvillage.com.au.
• Sumit has a team of 8 full time employees and other staff that he posted job listings for, which pay about 500-600 AUD a month since salaries in India are so low compared to Australia.
• Sumit's website, serpnames.com did over $100,000 USD in revenue in just 16 days of April, selling expired domains which all are repurposed into illegal casinos.
• Sumit has a public telegram channel, https://t.me/SerpNamesTeam, in which he implicates himself in illegal activity hundreds of times.
• Sumit boasted about repurposing a website for an Elephant sanctuary into a dirty online casino.
• Sumit is or was active in over 15 countries, all of which have laws against exactly what he does for a career. Its safe to say he is a career criminal. Penalties are massive fines and jail time.
• Sumit uses "aggressive" link building, spamming domains with "24,000"+ referring domains, which is called a churn and burn strategy because it rockets the site in the rankings but leads to a manual penalty from google which destroys the value of that domain forever. He recently did this on the domains bellaromarestaurant.com.au, tfyogurt.com.au, and newcastlefloristdelivery.com.au, which thanks to him now have around 500,000 pure spam casino backlinks on them, utterly destroying those domain names forever.
• I emailed drop.com.au on March 20th, 2026, and I quote verbatim: "your domains are currently being bought by a guy who sells them directly to betting casinos." They completely ignored this complaint and my other points I made to them in that email.
• I spoke to drop.com.au via webchat on the 7th of April 2026 and asked them direct questions about their policy on illegal betting casino domains and they were evasive and didnt answer any of my questions. I was trying to be serious but they seemed totally unconcerned and told me to "have a great day".
• Around April 7th or 8th, Sumit suddenly cloaked almost all of the over 130 domains he had bought in a fake "coming soon" landing page.
• Within days of being approved for an ACN, Sumit purchased the name domain "onlinecasinos-australia.com.au", under his own name, which literally has an unlicensed illegal gambling affiliate website on it, which is not cloaked.
• He owns the live repurposed domain tinathemusical.com.au which like almost all his domains was won on drop auctions, and around May 1st 2026 he directed dozens of .au domains with cloaking to it, to boost its rank. The sites linking to it are cloaked but googlebot with google IP range sees a totally different website. However tinathemusical cannot be cloaked because then victims would not be able to access it.
